The acting chairman of the United Civil Party Anatol Lyabedzka was reelected by the majority to this position at the 14th Party Congress, which took place on March 31 in the MTW Palace of Culture in Minsk.
For the post of chairman were nominated Gennady Ananiev and Aleh Korban, who recused themselves.
101 delegated voted for Lyabedzka, against - 23, two bulletins recognized as invalid. Lev Margolin, Vasily Polyakov, Ludmila Petina and Antonina Kovaleva were elected as Vice-Chairmen.
The congress was attended by 131 delegate. It was held by the national actress Zinaida Bondarenko and deputy chairman of the UCP Lev Margolin.
Guests of the Congress were greeted by the chairman of the BPF Aleksei Yanukevich, leader of the Left Party "A Just World" Sergei Kalyakin, executive secretary of the Belarusian Christian Democracy Party Denis Sadowski and others, a welcome message was expressed from Australia, Britain, Germany, Canada, New Zealand and Sweden.

Also on March 31 lieutenant colonel in the reserve Nikolai Kozlov and mother of the anarchist and political prisoner Igor Olinevich Valentina became members of the party. On behalf of the United Civil Party Anatol Lyabedzka thanked the former heads of the organizations of the Brest and Minsk regions, respectively, Nikolai Kovsh and Vladimir Malyarchuk for their contributions to the party.
