The Investigation Committee initially refused to start a criminal case to investigate doctor Dzmitry Serada’s complaint. However, officials at the law-enforcement agency changed their minds two days later and appointed an additional inquiry, the human rights website Viasna reports.
The Investigation Committee refused to start a criminal case following his complaint about the policemen who rushed into his flat, chief investigator M.Kisly reported. However, the decision was canceled two days later. An additional check-up will be conducted, the investigator added at the end of the letter to the Minsker dated August 21.
Alyaksandr Lukashenka’s meeting with the defense and law enforcement agencies on August 20 could be the reason why the decision has been changed. Policemen are known for rigging cases, the President announced. He was also indignant at the abuse of force during detentions.
“Serada’s case” started on August 4, 2016. The riot police rushed into the pediatrician’s flat breaking the front door and the balcony door. The man was put on the floor and his arms were wrung while his wife and children were watching it. The policemen handcuffed the doctor and beat him. He was delivered to Minsk's Zavodski District Department of the Interior. The man was suspected of exhibitionism. However, Serada was released the following day since it turned out that he had been out of Minsk on the day of the crime.
Serada has been trying to right a wrong since then. He sent 7 complaints in three years to no avail. He wanted a criminal case to be started against the riot policemen who had abused power. Minsk Partisan Distract Court decided to send the case papers to an additional check-up only on July 23, 2019.
By the way, the Minsker has not received any compensation for the broken doors and windows either.
