The arrests of Vyachaslau Siuchyk, Ales Makayeu and other oppositionists do not mean that the police have refused from the practice of imposing fines instead of jailing people, Ihar Shunevich said.
“Siuchyk was detained for being drunk. Our tactics has changed only for unauthorized actions. The change does not apply to drunken people. We did not speak about drunkards and rowdies in the streets. Our actions are traditional here. We have no special tactics. We act openly – we make reports and send cases to court. If a person refuses to pay, the legal mechanism gets launched,” the Minister of Internal Affairs said.
The reports for the Freedom Day action were made because some of the action participants had violated the order of conducting mass actions, Ihar Shunevich explained.
