Belarusians Will Have To Pay For Crossing Border By Car Since 1 June
On the territory of the Gomel and Grodno regions, the tax for vehicles up to five tons is set at one base unit [BYN 29 / $11,50 / €10]. Its payment should be carried out by the driver of the car in Belarusian rubles before crossing or when crossing the border at checkpoints.

The fee will be paid as a contribution to the revenues of the relevant regional budget at the location of the border checkpoints. If the fee is paid to the regional budget, not at the location of the checkpoint through which the border is crossed, the fee will be considered unpaid.

Who doesn’t need to pay a fee?


The following are exempt from paying tax if there are supporting documents:
- drivers travelling to the funeral of family members and close relatives, as well as accompanying the deceased for burial;
- participants and persons with disabilities incurred during the Great Patriotic War;
- disabled people of groups I and II, as well as their attendants;
- participants in the liquidation of the consequences of the disaster at the Chernobyl NPP;
- citizens of Belarus leaving for treatment in sanatoriums.

By decision of the regional Councils of Deputies, this list can be expanded. A document confirming the payment of the fee must be provided at the checkpoints to a border guard officer. At those checkpoints where border control is carried out by the customs authorities, the payment document must be presented to the customs official.

Where and how to pay the fee?


The fee can be paid both before crossing the state border, by paying in advance at a bank institution. Plus, when crossing the state border at a checkpoint. Border service authorities recommend paying the fee before arriving at the checkpoint, as some checkpoints do not have conditions for making payments.

In addition, payment of the fee in advance will reduce border crossing time. The document confirming the payment of the fee must indicate the name of the payer (or the name of the organization), the amount and date of payment, the registration number of the vehicle, the purpose of the payment.

In the case of payment via internet banking, the card check can be presented in paper or electronic form. If an individual entrepreneur or entity pay the fee from their account, then when travelling abroad, one must additionally present a copy of the payment instruction with a bank mark.

Recall that earlier in the Gomel and Grodno oblasts, the Councils of Deputies made a decision to introduce a local tax when leaving the country. Drivers will pay one base unit for each trip abroad. This measure will be valid until January 1, 2023. The collected funds, the deputies promise, will go to the fight against COVID-19.
