Minsk has to bring oil talks with Russia to the highest level. Another round of negotiations with Russia on oil supplies for 2013 on a governmental level, which Minsk expected to hold at the end of last week or at the beginning of this week, failed.

The Belarusian side expects the dialogue to be continued on the highest level, Interfax-West news agency learnt from a source close to the negotiations.

"The Russian side refused to hold new talks on a governmental level noting that proposals on oil supplies for 2013 made at the talks on November 19-20 (18 million tonnes) were still in force. We don't carry out the talks. Minsk waits for results of a Belarusian-Russian meeting on the highest level," the source said.

According to him, the position of the Belarusian delegation remains unchanged: Minsk wants to import 23 million tonnes of Russian oil in 2013 and confirms its readiness to contribute to reducing risks of oil products deficit in the Russian market.
