The association started its work in 2005, when regional departments were established.

The association is registered in Ukraine, because the Belarusian Ministry of Justice did not recognize the results of the Congress, which took place on September 7, 2007. Its main goal is to defend the rights of entrepreneurs and medium business.

Viktor Gorbachev is the chairman of Borisov Council of entrepreneurs, member of the National Committee of the United Democratic Forces.

Participated in the parliamentary elections 2004 and 2008, and local elections 2007.
